English Councils Plan to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a latest survey of municipal councils, English councils are planning to offload community centers, sports centres, and shopping arcades as they bet on a fire sale of properties to balance the books.

Increasing Financial Challenges Drive Asset Sales

A coalition of councils for major urban areas in England reported that 60% of local authorities are intending to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and land to support their finances, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of authorities attempting to generate funds from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of local leaders stated they would focus on restructuring services and utilising financial reserves to manage increasing financial challenges.”

Specific Cases of Planned Disposals

Medway Council in Kent said its asset disposal plan included the sale of a retail complex in a local town and a community venue in Rochester to raise £20m over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all provide rental income for the authority, will also be disposed of under the strategy.

Council Tax Increases and Wider Financial Strains

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to raise council taxes next April to address the growing cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council said it will proceed with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these require time to achieve both better provisions and cost efficiency,” said a council leader.

He continued: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of county councils recently also found council budgets being stretched by the growing number of young people and adults needing Send support.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they struggle to manage rising needs.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document setting out those changes has been postponed.

Deprivation and Financial Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) for English councils, several key cities members were included in the most disadvantaged in the country.

  • “Member cities like several major towns rank in the most deprived 30 nationally under the latest deprivation indices,” said the study.

“While only one key city is in the ten most deprived for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties confronting municipal officials across major urban centers in the next twelve months,” the analysis concluded.

“Council officials have been clear about the need for a equitable and lasting financial structure that accounts for and addresses the real levels of deprivation and demand,” stated a council leader.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of councils have cut or compromised care services in the last year, the study found.
